AFAIK, XML Events is still only a candidate recommendation, and I don't know of any, current tools for it. To simulate XHR's onReadyStateChange event, you need to serve your XML doc from an HTTP server. Assuming you're running Windows, MS IIS/PWS will work fine; for other platforms, you would probably need to install apache. To test for handling slow transactions, create a very large XML file.
