Are the both systems on *one* box (dual boot)? If so, you could set up a FAT32 partition, mount it under Linux and put your files there, e.g. "/[mountpoint]/www/mysite". Under WinXP, you could use that partition as drive and set up an virtual directory , e.g. "E:\www\mysite".
If you're talking about two different boxes, I'd suggest to set up an Apache webserver on the Linux box wit an (virtual) directory "/var/www/mysite". This way you could access the files from anywhere in your (local) network, e.g. "http://myLinuxBox/mysite/something.php"
You could also use Samba on the Linux box to share "/var/www/mysite/" in your local network. Under WinXP, you can point a IIS virtual directory to that share. You have to create or modify ACLS for folder and directory access.You have to open the firewall on the XP mode side to allow communications.
