It's a Microsoft program running on a Microsoft platform for which you've paid for Microsoft Technical Support.

Call Microsoft Technical Support.

Or search www.google.com  type in: defrag problem "windows 98"

Or try it in safe mode.

Here's a few helpful tips, that might solve the problem.
Firstly run scandisk to see if you have errors (does it run ok?).
Turn off all screensavers (set to none).
Disable all virus-scanners.
Close any other remaining background tasks that may access the disk periodically. (ctrl+alt+del). Do not terminate Explorer though.
Delete the files in the Recycle Bin, the browser cache (Temporary Internet Files folder if using MSIE) and the Temp, History and Recent folders. Corrupt files can cause defrag problems too.
Try now, and see if it works.

Also some MS knowledge base articles which could be of use...(check them out)

If all of the above suggested still doesn't solve your problem, you might want to try running the defrag in safe mode.

And as a last resort, you could try a third-party program that will defrag for you. Two are Norton's SpeedDisk and DiscKeeper (I think that's it).
